Ranks programs (course categories by default, or explicitly mapped programs) on a blended effectiveness score combining completion, achievement and satisfaction, flagging underperformers. Completion and achievement always render from real learning records; satisfaction is supplied by you survey data and only the quadrant scatter goes empty without it, the score transparently drops to a reduced two-metric basis when no survey data exists. Works with LearnNoow and Moodle.
