What does the tva readiness screen show?
Validates the collection against the TVA / AVETMISS submission rule set before it is filed, so the RTO can fix records rather than have a submission bounced. A record is one learner with at least one in-scope enrolment; findings are graded critical / high / medium / low, and only critical and high block submission-readiness. The de-identified error worklist is the reason the page exists. Expected OT-SAT state is priming, where the enrolment-level linkage check still runs honestly (every record needs a demographic record before submission) while field-level checks wait for an AVETMISS import.
